Ambassador Jocelyn Batoon-Garcia paid a courtesy call on Mr. Grisada Boonrach, Governor of Songkhla Province on 2 March 2013, accompanied by Ms. Phylis Clomata, President of the Organization of Filipino Expatriates in South Thailand (OFEST).

Ambassador Batoon-Garcia and Governor Boonrach discussed the welfare of Filipinos based in Songkhla province, many of whom are teachers.
