Flood Assistance Update
(as of 30 November 2011)

As of 30 November 2011, the Embassy has responded to requests for assistance from five hundred seventy-nine (579) Filipino individuals or groups since the start of the flood crisis.

From 23 – 30 November 2011, relief supplies were distributed to fifty-one (51) flood-affected Filipinos who came to the Embassy. Many of those who were able to come to the Embassy to receive supplies have evacuated from different areas in Bangkok that are still-flooded.

The situation is gradually returning to normal.

 Flood Assistance Update
(as of 22 November 2011)

As of today, 22 November 2011, the Embassy has responded to requests for assistance from five hundred twenty-eight (528) Filipino individuals or groups since the start of the flood crisis.

Relief supplies were distributed to thirty-nine (39) flood-affected Filipinos who came to the Embassy to receive them from 19 -21 November 2011. Many of those who were able to come to the Embassy to receive supplies have evacuated from different areas in Bangkok that are still-flooded.

Nine (9) individuals were also evacuated from Rarm Intra and brought to Bangna international evacuation center.

Today, 22 November 2011, the Embassy distributed relief goods to twenty (20) individuals and delivered supplies to four (4) other Filipinos in Ayutthaya Province who sought Embassy’s assistance for food supplies and bottled water.

 Flood Assistance Update
(as of 18 November 2011)

As of today, 18 November 2011, the Embassy has responded to requests for assistance from four hundred fifty-six (456) Filipino individuals or groups.

On 15 November 2011, the Embassy delivered relief supplies to Minburi area for twelve (12) individuals in still-flooded areas.

On 17 November 2011, the Embassy also delivered relief supplies to Soi 39 Ram Intra for eleven (11) individuals in still-flooded areas.

Relief supplies were distributed to twenty (20) flood-affected Filipinos who came to the Embassy to receive them from 15–17 November 2011. Many of those who were able to receive supplies in the Embassy have evacuated from different areas in Bangkok who are flooded and are now staying with friends, in remaining dry areas in Bangkok. Relief goods were also distributed to thirty-seven (37) individuals who came to the Embassy today, 18 November 2011.

The Embassy also received cash donation from a Filipino organization.

During the ongoing flood crisis in Thailand, noble acts of charity and compassion by kind-hearted individuals and organizations have brought to the fore man’s innate sense of concern for the welfare and well-being of other people. It is in this light and context that the Embassy would like to share a poem written by a Filipino teacher based in Bangkok, Ms. Maria Paz S. Flood Assistance Update
(as of 14 November 2011)

As of 14 November 2011, the Embassy has responded to requests for assistance from three hundred seventy-six (376) Filipino individuals or groups.

Over the weekend (Nov. 11-13), the Embassy delivered relief supplies to Muang Thong Thani for ten (10); Pridi Banomyong for one (1); Bang Yai for ten (10) and Nonthaburi for three (3) individuals/families. Supplies were also distributed to sixteen (16) flood-affected Filipinos who came to the Embassy to receive them. Relief supplies were also distributed to twenty-one (21) individuals who came to the Embassy on 14 November 2011. Many of those who were able to receive supplies in the Embassy have evacuated from Nonthaburi, Nong Kaem and Pathumthani areas and are now staying with friends, in remaining dry areas in Bangkok.

The Embassy also received donation of used clothing for adults from an anonymous individual.

While the flood continued to affect many areas in and around Bangkok, the Embassy focused on responding to the requests for evacuation or supplies for Filipinos affected by the floods.

Following are the recent developments as of 10 November:

- Twenty-four (24) provinces are still experiencing floods. These provinces are Bangkok, Phichit, Nakhon Sawan, Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Ayutthaya, Lop Buri, Saraburi, Suphan Buri, Nakhon Pathom, Pathum Thani, Nonthaburi, Samut Sakhon, Samut Prakan, Ubon Ratchathani, Si Sa Ket, Roi Et, Maha Sarakham, Kalasin, Chachoengsao, Nakhon Nayok, and Prachin Buri.

Flood Assistance Update
(as of 08 November 2011)

As of today, 08 November 2011, the Embassy has responded to requests for assistance from two hundred twelve (212) Filipino individuals or groups.

On 06 November 2011, the Embassy repatriated the remains of the Filipino victim of electrocution due to the floods. The remains were boarded on TG 620 which departed Bangkok 0745 am and arrived in Manila 1155 am last Sunday.

On 07 November 2011, the Embassy received donations of seventy-two (72) packs of bottled water (each pack containing 12 small drinking bottles) and four (4) bags of used clothing for adults for Filipino nationals affected by the floods. The Embassy also received donations of bottled water, used clothing and assorted goods from four (4) individuals and organizations today, 08 November.

Also on 07 November 2011, the Embassy delivered relief supplies to Pak Kred and Pridi Banomyong areas for twelve (12) individuals that sought assistance. Earlier, the Embassy delivered relief supplies for twenty-two (22) Filipinos in Lamlukka, Pathumthani.

The flood situation remains critical as 60% of Bangkok’s total areas are flooded and considerable floodwater run-offs from the northern provinces are still to be drained to the sea.

NUMBER OF REQUESTS FOR ASSISTANCE INCREASING
(4 November 2011, 1900H)

The Embassy continues to receive requests for assistance from our kababayans who are affected by the ongoing floods in Thailand. They need clothes (for adults), food, water, milk for infants, and medicine. 

As of today, the Embassy has directly assisted a total of 170 Filipinos who were displaced by the floods. Most of them are now staying temporarily with friends and/or relatives elsewhere in Bangkok. Some are staying in the Embassy and some in hotels. The majority of these Filipinos received relief assistance from donations given by the Embassy and various Filipino community organizations and individuals. 

Today, the Embassy has also sent a team to Nonthaburi province to provide relief items to a Filipino family of five (5) and brought a Filipino family of four (4) to a hotel.

CANCELLED
(3 November, 9:34 a.m.)

The Filipino Community Organizing Committee (FCOC), with the support and concurrence of the Philippine Embassy, regrets to inform everyone that we are canceling the Filipino Community Christmas Celebration at the Embassy grounds on 4 December 2011 in consideration of the plight of our countrymen and Thai friends who were adversely affected by the flooding crisis.

The end of the crisis is nowhere in sight. According to Thai national and city government officials, inner Bangkok is not out of the woods yet. Meanwhile, misery is spreading among individuals and families who were displaced by the flooding. One of our countrymen even perished from electrocution inside his flooded house. We do not want to appear insensitive to the suffering of people around us. Hence, the decision to cancel this year’s celebration.

In lieu of the originally planned whole-day event on December 4, we will have a Thanksgiving Mass at the Philippine Embassy grounds on the same day at 11:00 a.m. We are cordially inviting everyone to the mass.

Cancellation of the Parol-making Competition

In view of the flooding crisis that has severely affected people and property in Thailand, the Philippine Embassy and the Filipino Community Organizing Committee (FCOC) in Thailand have decided to cancel the parol making competition for Filipino children ages 5 to 15 years scheduled on 04 December 2011.

The Embassy believes that this is not the appropriate time for merry making while many people in Thailand are still suffering from the adverse effects of the flood.

Thank you for your continued support to projects and programs of the Embassy and the Filipino community in Thailand.

 EMBASSY OPEN 31 OCTOBER 2011

The  Philippine Embassy is open tomorrow, 31 October 2011, close on Tuesday, 1 November (All Saints Day), and resume normal operations on Wednesday, 2 November 2011.

RECONSIDER NEED TO TRAVEL 

The Embassy has recommended to the Department of Foreign Affairs in Manila that the travel advisory to Bangkok only be elevated from “Exercise caution” to “Reconsider your need to travel” based on the following considerations:

? The extent of the flooding situation in Bangkok is changing very rapidly. No one is certain what would happen between today and November 1 when the flooding is expected to peak due to the high tides and the large volume of water flowing from the northern provinces through Chao Phraya river, which is now traversing the city itself (Bangkok).

? Both the Prime Minister of Thailand and the Governor of Bangkok have asked residents of Bangkok to move their belongings to higher ground in preparation for the flooding. Late afternoon Thursday, 27 October 2011, the Governor openly asked people in 3 districts north of the capital (Don Muang Bang Phlad, and Thawi Wattana) “to leave” after days of refraining from using the word “evacuation.” Evacuation from more areas of Bangkok is likely to be recommended within the next few days. 

? Embassy staff have personally witnessed supplies of rice, egg, bottled water and other basic necessities running low in many department stores and groceries. In some groceries, some shelves have been emptied of these basic items.

? Because of the flooding, transport service has also been suspended in some parts of the city.

The total number of Filipinos directly assisted by the Embassy because of the flooding stands at 131. The Embassy, however, continues to receive requests for relief goods (canned food, noodles, and rice) from those who were earlier evacuated and now staying at friends’ houses in higher places in Bangkok.

In view of the current situation in Bangkok due to flooding in most of its areas, the following guidelines shall apply to passengers holding tickets from the Philippines to Bangkok and/or v.v. with confirmed bookings from October 27 – November 6, 2011: 

Restricted / unrestricted tickets may be rebooked on the same class of service using the same RBD/BCC without penalty.

Restricted / unrestricted tickets may be rerouted, subject to collection of fare/taxes/surcharges difference, if applicable. Waive change fee / non-user’s fee.

BANGKOK RESIDENTS MIGHT BE AFFECTED BY THE HUGE VOLUME OF WATER

Following are excerpts from Press Release No. 15 dated 24 October of the Flood Relief Operations Center (FROC):

… … “At the FROC in Don Mueang, Prime Minister Yingluck Shinawatra said that since flood water is passing through Bangkok before being released into the sea, Bangkok residents might be affected by the huge volume of water.

“Even so, she said, flood water in the city is likely to be between 50 centimeters and one meter high, depending on the situation in each area.

“Minister of Science and Technology Plodprasop Suraswai said that, based on an assessment, stagnant flood water would remain for about one month, or one month and a half. The most critical period would be this week when the water level is high.”

Based on reports, the “critical period” starts on the 27th, Thursday.

THINGS YOU CAN DO NOW:

1. Stock up on water, lots of water using every available container (tabo, balde, batya, etc.). If you have bath tubs and even washing machines (not in use), fill them up with water too.

2. Make sure your cell phones are fully charged at all times.

3. Put your passports and other vital personal documents in a safe place. Wrap them in sturdy plastic to keep them from getting wet.

4. Call the Embassy hotlines (08-9926-5954 or 08-4360-8405) at the slightest hint of an emergency.

SIX FILIPINOS RESCUED
(24 October, 11:49 a.m.)

The Embassy Evacuation Team successfully rescued the 6 Filipinos from Nonthaburi at around 10:00 o’clock this morning. The 6, who waded through waist-deep flood-waters to get to a dry place where the Evacuation Team picked them up, are now temporarily housed at the Embassy.

NUMBER OF REQUESTS FOR ASSISTANCE DECLINING
(24 October 2011, 9:36 a.m.)

The number of requests for either evacuation or relief assistance from our kababayans who were displaced by the flooding has been declining in the last couple of days. In a way, this is a good sign. It can mean the crisis is leveling off.

Your Embassy, however, is not lowering its guards down. According to the Flood Relief Operations Center (FROC), another high tide is likely to take place between 28 and 30 October 2011. FROC also issued a statement that “the flooding situation might persist for four to six weeks in many areas of the country.” In view of this, our kababayans who are in areas at risk of flooding are advised to remain alert and to contact the Embassy immediately for any emergency. 

As of 23 October, the Embassy has directly assisted a total of 120-plus Filipinos who were displaced by the flooding. Most of them are now staying temporarily with friends and/or relatives elsewhere in Bangkok. Some are staying in hotels. The majority of these Filipinos received relief assistance from donations given by various Filipino community organizations and individuals.

As of this writing, the Embassy’s Emergency Response team is en route to Nonthaburi to rescue another group of 6 Filipinos who were able to leave their flooded apartment and go to a dry place. The 6 will also be given relief goods and accommodated at the Embassy if they have no other place to stay in Bangkok.

 Help for Filipino Employees of the Asian Institute of Technology (AIT)

A team from the Philippine Embassy late afternoon yesterday delivered individually packed relief goods to some 70-plus Filipino employees of the Asian Institute of Technology (AIT) who were displaced by the flooding. School officials evacuated the group from the AIT campus yesterday and brought them to a hotel in Suthisan for temporary accommodation. The Embassy team also briefly met with the group to assess their needs and how the Philippine government can best be of assistance to them.

 POSSIBLE EVACUATION

The Bangkok Metropolitan Authority (BMA) yesterday issued a warning for people in these districts to move their belongings to high ground and prepare for possible evacuation:

1. Sai Mai;
2. Bang Khen;
3. Khlong Sam Wa;
4. Kannayo;
5. Min Buri;
6. Lat Krabang; and
7. Nhong Chok.

Kung may mga kababayan po tayong nakatira sa mga lugar na ito, maging alerto po sa mga susunod na oras para sa karagdagang anunsyo ng BMA. Pero kung ang tubig-baha po sa inyong kinaroroonan ay mataas na at lalo pang tumataas, mas mainam po sigurong lumikas na kayo habang may araw pa. Mahirap pong mag-evacuate pag gumabi na muli.  Maglagay po ng white cloth sa labas ng inyong bahay o tinitirhan para malaman ng mga evacuation team na kailangan niyo ng tulong.

WHITE FLAG

Filipinos in need of IMMEDIATE ASSISTANCE in flooded areas are advised to hang a WHITE FLAG outside your windows or atop your doors. This will serve as a sign for Thai government/military evacuation teams that you need to be immediately rescued/evacuated from where you are.

Filipino flood victims in need of temporary shelter are welcome to stay at the Embassy. In case there are more evacuees than the Embassy can accommodate, we will help look for temporary accommodation elsewhere in Bangkok.

With Thai Prime Minister Yingluck Shinawatra herself warning  of possible evacuation in Bangkok, Filipinos that may be affected are advised to keep their communication lines open at all times, heed calls for immediate evacuation should this become necessary and report any emergency to the local authorities or the Embassy.  The Embassy’s emergency hotline number is 0899265954.

The Thai government has set up a 24-hour National Flood Relief Center at Don Mueang airport. The Center will integrate flood relief and preventive tasks of all agencies, including data gathering, plan development, providing advice and information to the public. Anyone who wishes to seek assistance and get the latest flood warning issuance may call the Center at 1111 and press 9 for English.

Residents of Bangkok and outlying areas are especially advised to be on alert in the next few days due to the possible rise in water level in most of the city’s canals.  According to Bangkok Governor Sukhumbhand Paribatra, water released from major dams in the North could reach Bangkok between October 16 and 18. Combined with the high tide and projected heavy rainfall, the water from the dams could cause severe flooding in the city. Flood surveillance is currently focusing on 27 communities situated outside the flood prevention wall on the eastern bank of the Chao Phraya River and the eastern part of Bangkok, including Min Buri, Nong Chok, Lat Krabang and Klong Sam Wa districts. 

Flood-prone areas include Vibhavadi Rangsit and Ram Intra roads while floodwater from Pathum Thani could overflow Bangkok’s Don Muang, Lak Si and Sai Mai districts.

According to the Thai Meteorological Department, torrential rain and isolated fall that is likely to occur in the Central, the East and the upper South of Thailand will bring heavy rain and floodwater to the risky areas of the lower Northeast, the Central, the East and the South.

The Emergency Operation Centre for Floods, Storms and Landslides has also warned that the Ping River basin still had much water and a tendency to rise, while Muang Khon Kaen and Muang Maha Sarakham would suffer overflows from the Chi River in 1-2 days. The Chao Phraya basin’s 10 provinces such as Chai Nat, Sing Buri, Lop Buri, Ang Thong, Pathum Thani and Nonthaburi would also be affected by overflows.

The Embassy will continue to provide pertinent advisories from Thai authorities regarding the flood situation as well as possible evacuation routes and centers for affected Filipino individuals and families.
