  • FSC No. 214-99: Philippine passports that are reported as being held by another person as guarantee or collateral for loans/obligations are automatically cancelled upon notice from or by the holder of the said passport. The cancellation of the passport, therefore, renders it invalid for the purpose of guaranteeing payment of loans/obligations.

REMINDER ON THE USE OF PASSPORTS AS COLLATERAL  FOR LOANS OR OBLIGATIONS

Filipinos in Thailand are reminded NOT TO USE THEIR PASSPORTS AS COLLATERAL FOR LOANS OR OBLIGATIONS.

  • Foreign Service Circular No. 214-99 of the DFA states that, "Philippine Passports that are reported as being held by another person as guarantee or collateral for loans/obligations are automatically cancelled upon notice from or by the holder(s) of the said passport(s). As government property, passports must be surrendered upon demand by an authorized representative of the Philippine Government.

The wrong use of passports are punishable under existing Philippine laws.
