The Philippine Embassy in Bangkok, Thailand, is pleased to announce that according to the Philippine Department of Transportation and Communication, effective 1 November 2014 the Php 500.00 Terminal Fee shall be integrated into the cost of airline tickets at point of sale.
The aim of the integration scheme is to address congestion in all Ninoy Aquino International Airport (NAIA) terminals caused by the increasing volume of passengers.
Exempted from Payment of Terminal Fee
The following individuals/passengers will continue to be exempted from paying the Terminal Fee:
- OFWs with valid Overseas Employment Certificates (OEC);
- Muslim pilgrims endorsed by the National Commission on Muslim Filipinos (NCMF);
- Athletes endorsed by the Philippine Sports Commission; and
- Others authorized by the Office of the President for exemption.
Cases when Terminal Fee is automatically collected despite exempt status
The following cases, however, will cause the Terminal Fee to be automatically collected despite the exempt status of certain individuals/passengers:
- If the airline ticket is purchased over the internet;
- If the airline ticket is purchased abroad;
- If no exemption is presented when an exempted passenger purchases a ticket over the counter from an airline office or travel agent in the Philippines.
Supporting Documents Needed for Refund
Where the Terminal Fee is automatically collected because of any of the above cases, the concerned passengers/individuals may claim a refund upon presentation of the following documents:
- For OFWs:
- Airport copy of the OEC;
- Any of the following showing payment of the Terminal Fee:

- E-ticket
- Itinerary receipt with O.R. or invoice
- Boarding pass
- For Muslim Pilgrims, Athletes and Others
- MIAA Exemption Certificate;
- Any of the following showing payment of the terminal fee:

- E-ticket
- Itinerary receipt with O.R. or invoice
- Boarding pass
Where to Apply for Refund
Refunds may be processed and paid at the NAIA Terminals on the day of departure, 24 hours daily; or at the MIAA Administration Building, Collection Office, Ground Floor, MIA Road, Pasay City, from 8:00 a.m. to 5:00 p.m., Mondays thru Fridays except holidays.
