The Philippine Embassy in Thailand and the Philippines’ Department of Agriculture (DA) inform travelers from Thailand to the Philippines on the guidelines for bringing agricultural products into the country for personal consumption.
Bringing fruits, vegetables, ornamental plants, and planting materials into the Philippines is regulated under national laws and plant quarantine regulations to help ensure food safety and safeguard the agricultural sector against devastating pests and diseases. Travelers who would like to bring these commodities to the Philippines for personal consumption (not exceeding 10 kg) must:
- CHECK IF THE PRODUCT IS RESTRICTED OR NOT ALLOWED FOR IMPORTATION INTO THE PHILIPPINES
If the product is not on the list of approved items for importation into the Philippines, travelers are prohibited from bringing it into the country. The list can be accessed on the National Plant Quarantine Services Division's website at https://npqsd.bpi-npqsd.com.ph/import/
- CHECK IF THE PRODUCT IS RESTRICTED OR PROHIBITED FOR EXPORT BY THAILAND

- SECURE REQUIRED PHYTOSANITARY DOCUMENTS ONLINE FOR PRODUCTS THAT ARE ALLOWED FOR EXPORT BY THAILAND AND IMPORT BY THE PHILIPPINES
- Plant Quarantine Clearance (PQC) from the Bureau of Plant Industry, Department of Agriculture, Philippines - apply at https://www.intercommerce.com.ph/registrationbpi.asp
- Phytosanitary Certificate (PC) from the Plant Control Group, Office of Agricultural Regulation, Department of Agriculture - apply at http://nsw.doa.go.th
UPON ARRIVAL IN THE PHILIPPINES, you are required to declare the imported product and present the PQC and PC to the Customs and Plant Quarantine authorities stationed at the international airport.
Please note that if you are not able to secure a PQC and a PC prior to arrival, your products may be confiscated by the Customs and Plant Quarantine authorities at the airport.
