20220316 Advisory Entry Testing and Quarantine

 

A. For FILIPINOS arriving from abroad (Amended IATF Res. 160-A):

1. Fully Vaccinated Nationals
a. Proof of vaccination
b. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
c. No mandatory facility-based quarantine
d. Self-monitor for any sign or symptom until the 7th day from arrival

2. Unvaccinated / Partially Vaccinated / Unverified Vaccination Status
a. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
b. Facility-based quarantine required until the release of the negative results
c. 5th day swabbing
d. Home quarantine until the 14th day from arrival

3. Unvaccinated Minors
a. Unvaccinated children below 12 years old shall follow the quarantine protocols of the parent/s or the accompanying adult/guardian traveling with them
b. Filipino nationals from 12 years to 17 years old shall follow the classification and procedures based on their vaccination status (vaccinated or unvaccinated)
c. Foreign or Filipino parents can accompany the minor if facility-based quarantine is required

4. Fully Recovered Nationals with Positive RT-PCR Pre-Departure Test Results
a. Positive RT-PCR test taken 10-30 days prior to departure from the country of origin
b. Positive RT-PCR test result taken within 48 hours prior to departure from the country of origin
c. Medical Certificate from a licensed physician stating that the traveler: was an asymptomatic, mild, moderate, severe or critical case of COVID-19; has completed the mandatory isolation period and no longer infectious; and has been allowed free movement/travel
d. If fully vaccinated
     i. Proof of Vaccination
     ii. No facility-based quarantine required
     iii. Self-monitor for any sign or symptom until the 7th day from arrival
e. If unvaccinated, partially vaccinated, or vaccination status could not be verified
     i. Facility-based quarantine until the release of the negative results
     ii. 5th day swabbing
     iii. Self-monitor for any sign or symptom until the 14th day from arrival

 

B. For FOREIGN NATIONALS entering the Philippines visa-free (Amended IATF Res. 160-B):

1. Foreign Nationals Entering the Philippines Visa-Free (for business and tourism purposes)
a. Former Filipino Citizens (Balikbayan privilege) under Republic Act No. 9174 including their spouse and/or children who are not balikbayans provided they are not restricted nationals
b. Citizens of the countries entitled to a stay not exceeding 30 days (see Part A.1.b of IATF Resolution No. 160-B for the updated list of visa-free countries)
c. Citizens/nationals of Brazil and Israel - stay period not exceeding 59 days
d. Holders of Hong Kong Special Administrative Region or Macau SAR passports - stay period not exceeding 14 days
e. Fully vaccinated with proof of vaccination, except for minors below 12 years old
f. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
g. Passport with at least six (6) months remaining validity at the time of arrival in the Philippines
h. Valid tickets for their return journey to the port of origin or next port of destination not more than 30 days from date of arrival in the Philippines. (This requirement does not apply to foreign spouses and/or children of Filipino Citizens; and former Filipino Citizens (Balikbayan) under Republic Act 9174, including spouse and/or children who are not balikbayans in their own right and are traveling with them to the Philippines.)
i. Travel insurance from reputed insurers covering COVID-19 treatment costs with minimum coverage of USD35,000
j. No mandatory facility-based quarantine
k. Self-monitor for any sign or symptom until the 7th day from arrival

2. Foreign Children Traveling with Filipino Nationals
a. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
a. Passport with at least six (6) months remaining validity at the time of arrival in the Philippines
b. Foreign children below 12 years old who cannot be vaccinated - follow the quarantine protocols of the Filipino parent/s
c. Foreign children from 12 years to 17 years old - follow the classification and procedures based on their vaccination status (e.g. vaccinated or unvaccinated)
d. Foreign or Filipino parents can accompany the minor during their facility-based quarantine.

3. Foreign Nationals Entering Through 9(a) Visa
a. Valid 9(a) visa
b. Entry Exemption Document (EED) required

Note: EED not required for foreign spouses and children of Filipino citizens who: (i) are not nationals of E.O. 408 countries, whether or not traveling with said Filipino citizen; or (ii) are from visa-required countries; or (iii) are restricted nationals, provided they have been issued a 9(a) visa with appropriate visa notation.

c. Fully vaccinated with proof of vaccination, except only for children below 12 years old
d. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
e. Passport with at least six (6) months remaining validity at the time of arrival in the Philippines
f. Valid tickets for their return journey to the port of origin or next port of destination not more than 30 days from date of arrival in the Philippines
g. Travel insurance from reputed insurers covering COVID-19 treatment costs with minimum coverage of USD35,000
h. No mandatory facility-based quarantine
i. Self-monitor for any sign or symptom until the 7th day from arrival
j. If unable to present acceptable proof of vaccination:
     i. Facility-based quarantine required until the release of the negative results
     ii. 5th day swabbing
     iii. Home quarantine until the 14th day from arrival

4. Foreign Nationals with Other Types of Visa
a. Foreign Nationals with valid and existing visa other than 9(a) visa
b. Fully vaccinated with proof of vaccination, except for minors below 12 years old
c. Negative RT-PCR test result taken within 48 hours prior to departure from the country of origin OR Negative laboratory-based Antigen test result taken within 24 hours prior to departure from the country of origin
d. Passport with at least six (6) months remaining validity at the time of arrival in the Philippines
e. No mandatory facility-based quarantine
f. Self-monitor for any sign or symptom until the 7th day from arrival
g. If unable to present acceptable proof of vaccination:
     i. Facility-based quarantine required until the release of the negative results
     ii. 5th day swabbing
     iii. Home quarantine until the 14th day from arrival

Note: One Health Pass (OHP) is mandatory for all inbound passengers except those with international to international connecting flights.
