The Philippine Embassy in Bangkok, Thailand informs the general public of Advisory No. 55-A: Interim Guidelines for the Issuance of International Certificate of Vaccination (ICV), issued by the National COVID-19 Vaccination Operations Center (NVOC):
1 . The guidelines apply to all travelers until the Certificate of Vaccination Record Portal is fully operational.
2 . Outbound travelers who have been fully vaccinated in the Philippines may apply for an International Certificate of Vaccination (ICV) or "Yellow Card" with the Bureau of Quarantine (BOQ), should it be required in their country of destination.
3 . Outbound travelers may register for an appointment using the BOQ Online Booking System at https://icv.boq.ph/. Also attached is the application process for BOQ-issued ICV or Yellow Card.
4 . All inbound travelers who have been fully vaccinated in the Philippines may present upon arrival any of the following documents:
a. LGU-issued or hospital-issued vaccination cards (in original and/or hard-copy form);
b. LGU-issued vaccine certificates; or
c. BOO-issued ICV or Yellow Card.
5. Upon arrival, all inbound travelers who have been fully vaccinated outside the Philippines may present either of the following documents:
a. Vaccination card issued by other countries; or
b. ICV issued by other countries.
